Whats the best trailer to haul 3 flatbed trailer with? A flatbed or a stepdeck. Any answers would be appreciated.

I would say step deck to keep it legal height. Not sure how tall 3 would be on a regular flat.

Flatbed trailers are in the ballpark of 50 inches tall. So, 3 (including the one attached to the tractor) is all you can pull. So, if you go step deck, you'll only be able to pull 2 on it.
If I'm understanding your question correctly. -
steps can only be 3 high to stay under 13'6" including the on the road trailer. -
What kind of trailers? What is the size of these?

One stack, three high.... they would easily go three high on a flatbed, that's how new ones get delivered to dealers, generally. You have one connected to the tractor, the next flat facing rearward and the third or top one facing forward, Lower the dolly legs on the stacked trailers to lower the overall height. Oh yeah.... raise the dolly legs on the one you will be pulling....
