Find a less used office to test at.
Even if it means driving further. -
To test at another "less busy" station, he'd first need to find somewhere that rents CDL testing equipment and they are far and few between.

Let them know about your situation, sometimes someone from an earlier class is scheduled to take their test but is not ready and needs more time with pre-trip or driving instruction. Schools must book appointments way ahead of time for so many students in a class, if you and your instructers fill your definitely ready you can sometimes take someones earlier spot. I did this and actually tested at DMV two weeks before my actual scheduled time slot because one student didn't think he was ready yet, some people pick up things faster than others plus I had some driving experience from years past.
Just don't do what I did, once you have your CDL from school don't change your mind about driving or you pretty much will have thrown that money away because you only have a window of 3-6 months before most truck company's will require you to have a refresher course all over again, I found that out the hard way I have my CDL back but I pretty much flushed that money down the toilet.
