Are previous employers suppose to lis non-preventable incidents when sending out employment verifications?

Depends on the company. Some check, some don’t. Some report, some don’t.
Leaving Swift and try and go to Werner, they will report everything
Leave Joe`s Trucking and go to Bob`s trucking. It depends on Joe`s mood and how bad you screwed him over. -

I have been blacklisted before I have been everything in between. A devil some years and a saint others. It depends on the company.
And that lies the trick. Really BAD companies do not exist anymore in my lifetime record. Therefore whatever happened probably does not exist anywhere. Except maybe in the stories of those who were there.
If your employer does not like you they will engineer the situation to eliminate you from the company soon enough. Nothing massive or grotesque.
Your best defense?
Find another employer smile at your evil previous one and wish them thank you.(Make sure you are on your way to orientation the next day etc)
Many bad employers have imploded in my life time as I drive my truck past their boarded up yards. Very few are worth keeping.
And when you do find a home, then you become a Lion to make sure nothing will ruin your prospects there.
In my lifetime I have endured big economic losses or even branded a failure by some. But no. I sleep well with a clear head.
Example. One company in Little Rock hauls Cream in Tankers. Oh good. Easy, Ive done milk, Cream is only twice milk in value. What does this company do? Give me a van and have me beat around the carolinas for a week and 3 days.
On the 4th of the second week I was on the phone arranging my next employer and orientation.
I told someone in that company on my way out, you have me in a tractor half a day on a cream load that needs to move but give me a van and do something I did not hire on to do. What a waste.
Standing on principle as I have done is not for everyone. All they had to do is put a tanker on my 5th wheel. That's it. But no. And so Im gone.
Very little in Little Rock is very good employers in Trucking. Once you know this then you know where to go.
