Generally the highway traffic has the right of way but not always. Additionally its illegal in virtually every state to intentionally block merging traffic.
An example of a state law where the highway traffic doesn't always have the right of way.
625 ILCS 5/11‑905) (from Ch. 95 1/2, par. 11‑905)
Sec. 11‑905. Merging traffic. Not withstanding the right of way provision in Sec. 11‑901 of this Act, at an intersection where traffic lanes are provided for merging traffic the driver of each vehicle on the converging roadways is required to adjust his vehicular speed and lateral position so as to avoid a collision with another vehicle.

I've found it best and safer for both me and the merging traffic to slow down enough to blend right in with merging cars. Less stress for me and the other guy and less pissed off folks.
I don't like to move over unless there is minimal traffic.
For instance if 5 cars are coming off the ramp and I'm going faster, I'll adjust my speed to the widest gap in that group of cars and we all smoothly merge together and travel right on down the highway and all I had to do was slow down 10 to 15 MPH.
If I cause all those 5 cars to come to a complete stop on the ramp then they have to jump right into 45-65 MPH traffic with limited acceleration time.
If I cause a big rig to stop on the ramp he/she's gonna slow traffic down to 10 or 15 miles per hr when they finally pull out. That's where a traffic jam is born.
Merging into traffic is potentially dangerous. I always think of merging traffic just like they were my son, daughter, mom or dad. They aren't mine but they are somebodies.
I was pretty sure almost positive that the license training manual states to allow for merging traffic on the freeway. One of my daughters teen girl friends informed we that was not the case. I was positive that was the way it read. Maybe my dad taught me that.
That manual today is the reason I leave enough gap between me and the person in front of me at all times that a tractor trailer could squeeze in. Not just that I do it mainly to not rear end someone if traffic comes to a sudden stop or someone turns left and has to completely stop on a down hill.
