The industry needs massive consolidation. The 5 biggest companies combined barely account for 10% of freight volume, IIRC. In many other industries the top 5 account for 75-90% of the industry volume. Either hundreds of companies need to find a LEGAL way to cooperate and coordinate or customers and govt will keep dictating to trucking companies how things are going to be with no resistance. Ditto for drivers. As long as you can create another truck driver in 3 weeks or a trucking company in 90 days there will always be no negotiating power for anyone but customers.

So, the easy solution for you is to register a Training Provider. It sounds like you've been providing training and then sending them to take the test. Not much is going to change for you, except you will have some documentation of the training and provide submit certificate information to DMV computers showing that they are good to take the test.

    Two issues here:

As a business owner trying to skirt rules and regs is a colossally bad idea.

However, regarding the need for school to get a CDL. If the purpose is to have better informed drivers, just make the CDL exam tougher. If the purpose is safer drivers, school won’t help a bad driver one bit. And lack of school won’t change a good driver one bit. One is a good safe driver, or a dangerous driver and not much will change that.

The best thing for you to do is pay for training, you can study for the Cdl questions on truckers app for Cdl permit.

No skirting of the regs required. In fact, registering as a Training Provider is right in the center of the regs. The Training Provider requirements are EASY to research. There is a lot of misinformation and confusion about the changes. They really aren't all that hard to meet. It is almost no different than 16 year olds taking driver's ed vs. just running down and getting a license. Existing CDL schools haven't had to make any changes, they just have to register and document.

J.J. Keller has online courses, training manuals and can help with curriculum. Since the OP has a need to train drivers, this is the way for him to go. This is no different than Swift setting up their school to train their own drivers. The whole TPR is set up for people in his EXACT situation, as you can limit your registration to just training your own drivers if you don't want to be listed on the Registry for people to call you.

People just need to read the information provided about ELDT and the stuff on the TPR website.
