21 is a FEDERAL requirement, unfortunately. You can drive intrastate until then, in other words, within California (or wherever you live). I would look for a company doing local and check them out, although they usually require OTR experience. Kind of a vicious circle.

You can drive INTRASTATE, which means anywhere within your home state (where you hold your license). These days, almost any company is what you make of it. Check the threads here on whichever you are looking into. Any of the ones you have listed would be a good start. All companies are having trouble getting miles, even the old stand by companies like Crete and Celadon.
Do AVOID CR England and Werner if at all possible. Swift has had a bad rep in the past but seems to be getting better...

Youre in Fontana. Good area to be in actually. Quite a few trucking companies have terminals there. If I were you, I would go down the lists of the locals that load at LongBeach.

You ought to try some agricultural trucking firms. Many of them will hire a driver at 18 with no experience. The problem with going OTR is, Many of those companies' insurance policies want you to be around 25. Few will hire you at 21 and those may well be the bottom of the barrel driver mills that are self insured.
