new guy volvo d12 no start

New member to to the forum been lurking for awhile decided to join after 1 of my trucks won't start. It is a 98 volvo d12 385 hp. while coming back empty truck lost power and would only do 50 mph/85 km and start bucking. No power up hills driver decided to pull into service center and idled very low 300 rpms and then died and will not restart code I have is 144 and is vehicle speed cruise control or throttle.

Is it possible that a dead peddle can cause a no start?
