Lock cylinder is getting stuck on occasion. Have to wiggle key around and crank on the steering wheel to get the lock to release.
Suggestion has been that the key is worn and I need a new dealer ordered laser cut key.
But in the past on old school vehicles, I always replaced the lock cylinder because the pins were worn to far for the key teeth to depress.
So on a '98 Volvo what usually wears out first?

I've had spare keys made at a locksmith for my Volvo much cheaper than the dealer

It may be the key, but most likely it's a combination of both the switch and the key.
The bottom line is it's worn out. A new Lock Kit from Volvo which includes a Keyed Alike Ignition Switch and two Door Cylinders is about $230 if you need one now.
If you can wait, you can get a new one on eBay for $180.
If you want the Original Lock Key Kit which matches your truck since new, you will need to Special Order it from Volvo and it takes a couple of months to receive it.
I would go ahead and replace it as mine eventually froze up and I couldn't even turn the key anymore.......good thing I was on Home Time and not out in the middle of nowhere. -
Have you squirted some graphite in the lock? It's a wonder drug for close fitting parts, available at most parts stores near you.

Most likely it's a combination of both and like boneebone said they tend to get frozen and don't want to move all together so i think if it's a 98 it's had a pretty good run just replace the key set it's pretty simple to do yourself because if that #### gets locked up it will cost you an arm and a leg on the road they have one of those only volvo parts and sometimes dealer do not even keep them in stock .

Do most dealers carry the lock kit on the shelf or is it still an order item?
Anyone know the labor hours to replace all 3 locks?

Labor hours are mostly cuz u have to take off door panels I can't imagine it should be more than 3or 4 though

You just need to remove the screws from the plastic Steering Column covers, shouldn't take more then 40 minutes.
The Door Panels are a little more labor intensive, it should be about a hour or so or each door.
If you can use a pair of long nose pliers, a flat bladed screwdriver and a Torx Bit screwdriver, you can replace the door lock cylinders yourself.
If you Google, Volvo VNL Shop Manual, you can get the instructions on how to R&R the parts yourself step by step.
As far as Dealers stocking them, it depends if it's a High Volume Stealership, it's best to call them to verify before you start dissassembly.
The Dealer will verify the correct part number according to the last six of your VIN#.
