Anyone can buy a truck, get and DOT and MC number and insurance just requires you to list a qualified driver. But, you had better know what you are doing or you will never survive the FmCSA audit that will come within 18 months. You might do well to lease the truck to a carrier and let them mess with the government and just have your brother do the driving. You won't get rich but you can provide a job for your brother that way.
