If you have been laid off or collecting unemployment you will qualify for the WIA program. The problem I ran into is Arizona ran out of funds, I still think they are very low. They are picky who they give it to nowadays as so many people who got the grant went to the schools just to be fired because they lied on their apps or did'nt want to go OTR. But the schools still keep the money.
