On a J1708 pin C is hot and E is ground.
Danielfloydgarcia and truckerbangin Thank this. -
if i supply 12v and a ground if needed i should be able to connect to the ecm if no J1708 wires are damaged right?

Maybe your ECM isn't getting power? Could explain the no power to the diagnostic port.
-
Some trucks have a five amp fuse that supplies the data port
-
ecm power harness has power and grounds
-
The oldest book I have is for 98 and newer. F6-A shows it is the fuse for the datalink connector. 5 amp. If you turn the key on, you should get the yellow and red engine warning lights coming on for a bulb test. If they do not come on, the ECM is not booting.

Go to batt. box and look for fuse inside plastic fuse holder clean all batt. conn. an where the ecm fuse pushes into holder?
-
what would cause the ecm not to boot up?

ECM has constant battery power and grounds then is turned on separately by ignition power. So it could be losing any of those. ECM failure is the other possibility.
truckerbangin Thanks this.
