I’d agree with you if you had bald tires. But if you got some virgin rubbers screw that hammer down driver! And what kind of heavy rain we talking about here? If it’s the kind where you’re spraying way too much not just mist but actual streams of water then yeah I wouldn’t go faster than 50 especially if you’re empty setting yourself up to hydroplane. But we’re talking the kind of spray you get when you drive thru a deep puddle.

I am one that thinks the flashers are a hazard to everybody, if I think I need flashers I will take the next exit.
Flashers are for when you are dead in the water, so everybody will know to STOP. -
