Just to Clear the air regarding the OP's original question-
Spending money in the Store does NOT correlate with Pay to Park Spots.
The Spending Money in the Store,Shop,Restaurant What have you allows you 24 hours of free parking at certain T&A Locations with a Guard Shack- For Example- Bordentown,NJ Petro, Baltimore Inner Harbor T&A, The T&A up there in Waterbury,CT, And A Few other locations.
No way around pay to park at TA?

Most in the refrigerated hauling business understand the need for reserved parking because delivery and pickup appointments are all over the clock and this is just a necessary cost of doing business.
As well, any carrier who is worth a dam should understand this is becoming more and more of a necessity for drivers, every month that passes and will (should) have a reasonable allowance for reserved parking costs. -
There was a shack and the light was on in the AM. But no guard and the trucks were just filing out.
