Im wondering if one of my drivers who does not have a cdl can drive a truck with irp registration reading over 26,001? The truck and trailer will be under 26,001 though.

It's based off gross vehicle weight rating or actual weight, whichever is greater.
Registration weight means nothing in reguards to if it's a CMV, or if a CDL is needed to drive it.

Generally you can't drive a cdl vehicle without a cdl, 26,001 GVW/GVRW makes it a cdl only vehicle.

Do IRP plates change a pickup truck to a "cdl vehicle" only then?

Again. Its GVWR that makes it a CMV and CDL required CMV. Not the registered weight.
It's trailer GVWR that makes it a Class A vs. a Class B.

So if I have IRP plates on my non CDL required truck with a GVWR of 19,500 can I drive it on it's own with no trailer?

Pretty sure you can’t do irp on a pick up, needs to be commercial, some states limit length, that’s why most hot shots remove the bed and get apportioned plates,

It's a Freightliner Sportchassis 2 axle. Its a custom truck google Sportchassis and you will see what it is. They derate them so you can drive with no CDL. I'm just wondering if I have IRP plates on it if I can still drive it? GVWR is 19,500
