According to this article the MTO demands 20% non compliancy from their officers regarding inspections. Its pretty much common knowledge that out of towners are under more scrutiny than locals and certain groups are obviously profiled and targeted.

Wow.................just wow, and they (MTO) don't seem to have any problem with it at all.

So, if you happen to roll in when they're nearing the end of their measured quota period, and they're short of the 20%, they're basically saying they'll invent infractions just to meet the numbers.........again, wow.

On a sort of related note
It says they must spend 60% of their time inspecting. Ever look at those times as inspection start and end? The last level 1 (in Canada) I had was at Putnam on eastbound was in 2015 I believe. I had crossed in from the USA via Detroit. I was doing my log legit, marked my border crossing as 6 pm, which was accurate. I get inspected from 8 to 830 or so. Clean no issue. Later while looking at the inspection report it says I was there from 7:00 pm until 8:26 (or whatever it was).
If I got checked again what do I say? The officer lied? Or do they accuse me of lying on my book? It looks as if I lied, or my truck went about 205 km in 1 hour.

Maybe he was an ex truck driver?

I had an officer in Wyoming correct his paperwork once.

    He wasn't happy. :D

I remember a few years ago some trucking outfit was going to court to fight these nuisance tickets. The MTO would continue to put off the proceedings when they saw that the company showed up to fight it. And eventually MTO would drop the charges if the company continued to show up.
Then the company was looking into suing for harassment or something along that line as there was a pattern of the MTO issuing questionable tickets in the hope that nobody would bother to fight them

Seems like they are encouraging that practice to continue.

The article you linked is 4 years old. Is it still relevant?

Large corporation I was employed with used same tactic with MTO. Our corporate lawyers dragged on a cracked frame ticket I got in Blind River On. 4 years later:D
This was long ago,,ticket finally got tossed when MTO evidence " a polaroid pic" was dismissed as evidence
