Actually it's called beach erosion.
I know, I live here.
Far as insurance fraud...they planned it far in advance then, those houses have been there a while. You might have herd about the Cape Hatteras Lighthouse being moved a few years back. It was moved for the same reason this house and the other 2 collapsed. Beach erosion. The original site of the LH is still there, and you can even visit it, but the LH itself is now moved further back. The house from that movie "Nights in Rodanthe". It was moved also for the exact same reasons. Highway 12, which is the main road down to Hatteras floods out every time we get a decent storm. It had gotten so bad they just built a new bridge finally to go over the old highway. Here's a link from when it was just shut down.

That photo of the road isn't an after shot from a hurricane, just high winds and a system sitting right on the ocean, which in turn causes havoc for those with homes along the beach.

You see at one point, we had more beach. Then..it eroded. Now we have less beach. My county also spends MILLIONS to redo the beach so tourists don't whine and ##### about the beach getting smaller. They spent a ton of money over the last few years doing the main stretch of beach Kitty Hawk, Kill Devil Hills, and Nags Head. Rodanthe, where the house in the article collapsed is part of the southern beaches. They don't get as much love as the northern beaches do.

This is what happens when you live on a sandbar. It shrinks, it gets larger, repeat.
Far as building your home on the beach...a lot of those homes have been there for awhile. Between the recent storms, and the beach erosion, it's not a surprise to see this happen. This isn't the first house to get taken by the ocean and it won't be the last. We had a couple a few years ago do the same thing. Either Kitty Hawk or Kill Devil Hills...I forget. Those houses had been there since the 70s.
We have more and more folks coming every year, that doesn't help the erosion issue.
Mother Nature wins in the end. EVERY. SINGLE. TIME.
People need to learn this and accept it.

An no, most of us that live here don't blame it on Global Warming. We know beach erosion happens when you live where we do.

They are saying they could start in May this year, but the ocean is still to cold in my part of the Atlantic I think right now.
We've been getting off easy the last couple of years. Florida, and SC have been taking the hits. I keep telling the wife we're overdue for a big storm.
Ah well, price we pay to live where we do I reckon.

There are 2 shell stations right there by Jockey Ridge.
One is across from the post office. The other is further down in Nags Head. The one across from the post office is the one near Sooey's BBQ and the Kitty Hawk Kites store, if that helps more. There is one on each side of the bypass. The one on the sound side is further down in NH. The one across from the post office is closer to the entrance to Jockey Ridge State Park.
I don't get to Duck as much as I'd like anymore due to traffic issues up that way. Still only one 2 lane road going up that way.
Only other gas station near Jockey Ridge is the new 711...it was built a couple years back. It's new to us. Don't judge. We still call the Food Lion built like 10 years ago the new Food Lion. There's a brew thru next door to it, and.....I think Nags Head Ocean Rescue, or something like that.
That stretch of neighborhoods by JR are nice neighborhoods. Some nice homes back there, and some older but still nice ones. A lot of locales have places back there.
Now that I've bored everyone else...
It's changed a lot since the 90s. Some good, some bad. It's still small enough and not built up enough to feel like your escaping, but there are more people, etc. compared to back then.
Far as the houses, yea it sucks. Thankfully, we got a pretty good community when it comes to such things. Whether it's a hurricane, or something like this, folks help each other out.

Builder: Hello? Permit office? How difficult is it to obtain a permit to build directly on the beach?
Permit office: You're already pre-approved.
Builder: Don't I have to fill out an application to go through the permit process?
