Most will want to make sure there is compliance with the fmcsa regs, so if there is employment gaps, they have to be addressed for the insurance.
getting his own authority may be more of a hassle than just working for someone else as a driver or just doing another job altogether. -

Do you know what companies do these refreshers? Does that mean signing an employment contract?

Not sure about a contract but companies like Abilene offer refresher courses as well as other mega companies.JohnBoy and kemosabi49 Thank this.

Idk about that.
He can probably go to a port or rail company and start driving within 2 hours.
