Quit building golf courses and mega neighborhoods in the deserts. And cut California's allotment by 80%.

It should be simple. If you want water. Build where it's located. If it ain't in your state. It ain't your water. ;)

Lack of snowfall means lack of water.
Glacier melt and snow melt are where rivers are born; rainfall also contributes; very little to no rainfall during drought.
Where I live in Southern Nevada, the Colorado River is from snow melt in the Rocky Mountains of Colorado. During this drought, the Rocky Mountain snow must melt, before it can feed the Colorado River, it must first saturate the dry ground from the drought. Water won't flow over dry ground until the ground is first saturated with water. No snow skiing in Colorado if there's no snow.
Reno, Northern Nevada get water from the Truckee River which gets it's water from snowmelt.

If/when I move it will be to Florida. I've been checking it out. Couple of drivers on here recommend this place.

If you have allergies. Don't. We're the worst state for allergies. Plus humidity.
