Due to the downturn in the economy I have some major gaps in employement, the recruiter says I need to get these gaps notarized. Other than gaps in employement I have no issues, no criminal, perfect driving record. Just what are they looking for on these letters? Any help would be appreciated.

What company is this with? Did you receive unemployment?

The 10 year requirement is a Homeland Security Requirement. They are looking for someone who knows you were not overseas, plotting to blow up the countries nations bridges. They are not judging you. Just get someone who knows where you were to write a letter say where you were.

from a wife mother etc
unemployment counts as filling the gap
if you have records for collecting that works -
The ten year deal existed before Homeland security was ever consummated but it seems that it's always been a Fed requirement.

It is simple, you need an affidavit to declare what dates you have been unemployed, not a big deal.
Just write something about when you were unemployed, your name with the dates and take it to any bank to have them notarize it - follow their instructions about signing it. -

"I took some time off to re-center myself and to catch up on some personal life goals". That line works for me every time, though I have never been asked to notarize or otherwise have a third party sign off on any employment gaps.
