The following pertains to carriers with operations in New York or Kentucky.
New York - All vehicles 18,000 pounds and over must have a NY HUT. This permit is available as a temporary that will convert to permanent. All tractor trailer units that transport any type of fuel must get an AFC permit for trailer as well as a HUT for Power unit. All straight trucks that transport any type of fuel must get an AFC permit only. Please order all AFC permits by calling 1-800-722-8059.

    Their website is permitsplus.com

    Hope this helps

They used to have two HUT temps, a three day & done -or- the 30 day where the sticker came in the mail. You used to have an option. I do not know if they still do this but your permit service should be able to tell you.
