usually the stores just ask you to sign a waiver stating that you wont "burn/destroy/ignite this in <xxxxxxxx> county". Its ok to buy, not to own. Fun huh?
I dont recomend buying fireworks. This being said, the better package to buy is "the New Yorker". It has the better bang for the dollar.
Commercial fireworks the tube if steel must be burried. The alternative to burying steel is to use a 55 gallon barrel with the mortar placed inside of barrel. A board is set under the barrel (so it doesnt sink during ignition) and clean dirt or preferrably clean sand is then filled to the top of the 55 gallon drum. The top of the sand shall be mounded from the edge of the 55 gallon drum up to the mortar to prevent embers of the shell from laying around near the reload. If made of plastic or convoluted paper they may be set up in racks. It is still advisable to bury if possible.
