Let's make this crystal clear, unacceptable, but a needle in a haystack. I suppose it doesn't matter what someone was doing walking along an interstate at 9:30 at night, regardless, how can you hit someone and not know, or care to stop? Here's a great candidate for one of those urine soaked heckholes in Peru, if ever found. Someone will notice the damage, and I hope they hang them from the highest tree,,,in Peru.

 

Also may want to check with local hardware stores to see if someone in a track suit and flip flops bought a bunch of zip ties and duct tape.

 

Shouldn’t be that hard to locate with that much substantial damage if they put out a nationwide bolo out..
