They govern the inspection rules and guides that all law enforcement follows (for the most part)

When used as you are using it I mostly agree! The CVSA is one of those weird groups like the National Fire Protection Association. They are the people that publish the National Electrical Code. They themselves have no authority! They create standards that are used BY the governing bodies AS LAW!

I remember what Trucking was pre-CVSA. Truckers today need to be thankful groups like the CVSA do what they do. They bring uniformity to the rules when it comes to CMVs. Think of it this way. What if you are needing a USB charging cable? No matter where you are in the US if you enter a Walmart you know where to go. This is because Walmart has standard "sets".

Curious truckdriver31, How Are Truck Drivers Federally Regulated?
I never felt that in a little over 20 Years yanking wagons (Dry Vans).
I've a N.C. CDL-A and it clearly states on the front under COMMERCIAL DRIVER LICENSE
    NOT FOR FEDERAL IDENTIFICATION.
I conclude Sir or Ma'am that since a CLASS-A CDL isn't good enough for FEDERAL I.D., that I (or WE) are therefore not "Federally Regulated".
    CHEERS!!

I was "awakened by a Police Officer" ONCE because I was on the "get on" side at X 35, I-40 W.B., with clear signs denoting NO PARKING.
It was around 0200 hours and I had checked a few Truckstops including the DUMP on the south side of 40, and wasn't going into Memphis, because, well, nothing available or IF there was then, well, I didn't wanna bother.
    Officer banged on Driver Door.
    Asked "Why You Parked Here"?
I relayed my adventures from NC to there and at the time I parked, there were 3 trucks on the Get Off Ramp and 2 in front of I.
Course they were all gone, so I was the only sucker.

    That was in '13.
Officer gave me a Ticket and THE BEST PART: he put the time as 1730.
At 1730, I was sitting outside a Coca-Cola plant in Memphis, with other Drivers, awaiting the allowance to enter and load up.
Judges Assistant at the Court House tossed the ticket for the Wrong Time.
    - - - -
That was the ONLY TIME in my Trucking Life that any Officer EVER woke me up, well, on a Get-On Ramp!!
(I believe IF I had told him [something like] "Go Take A Flying Lizard Leap", it may well had been a wee bit worse.
    CHEERS!!
