Looks like people are still on a mission to repeat the words Baba Booey as fast as possible for an entire breath, say 50 times, thus keeping the legacy alive.

Just one of the multitude of reasons I no longer listen to the CB on a regular basis.

I think what makes people act like they do on the radio, is the simple fact they know that there is no repercussions that will come with it. Simply put, they can spout off whatever they want to say with no issues.
Furthermore, they know they are irritating someone and that also keeps them going. Once you ignore them and they realize it, then they'll stop.
Even more chances are someone is likely to come back with a "shut up stupid" comment which just fuels the fire...because they'll come back with whatever comment they can think of. In essence it turns into a war of words over the 11 meter band.
Ever go to craigslist and click on the rants and raves forums? There's all sorts of people spouting off racial slurs and such especially in the Raleigh board. Becuase there you can post everything from the n word to the f word and at best your post might get flagged but you don't get banned...or fined...so yes people go there and spout off whatever they can type up just because they can do it.
Same goes for the CB. If the FCC would start governing it once again, you might not have so many people out there who abuse it. -
