    Not true.
    You haven't had a road test because you are driving the same equipment you drove the first time you got your cdl. If not, for example you changed to flat, tanker, or doubles, the motor carrier did not meet the requirements of 391.31.

    As for driver files...you must also include:
    -a drivers application for employment
    -an inquiry to the previous employers
    - 3 years driving record
    - a road test or equivalent (ie- road test performed by designated person)
    -a long form is not required, but a medical examiner cert is. Many carriers get the long form because it lists pre-existing conditions. It's the end a round without the liability.

    Oh yes, I forgot about the application and work history being part of the file.

    As for requirement 391.31 if you are right, it means every single carrier I have worked for is in violation of it. And considering how big, and how long landstar and Mercer have been in business, I'm betting you misunderstand the reg you are referencing. or they would have been fined heavily at one time and changed the way they do things.

    Edit to clarify. Both of them hire guys that have never pulled a flat bed, and don't give a road test. Maybe land star has changed since I was with them years ago and gives one today, but Mercer does not.
