Two wires have rubbed together until the sheathing wore away and they're touching. Or a wire has rubbed on something that is grounding it out. Common problem, hard (or impossible) to find.

Could be that the gauges are not properly grounded.
When the lights are off the gauges earth through their bulbs. When the lights are on they can't earth out and so the pointer goes full scale.

Do the lights glow correctly in these gauges?
