just remember you need to be on line 1 not on duty or line 2 in sleeper to reset

Yes, you can be on line 4 after 14 or even 70 hours, you just can't drive.

70 is the max for driving, not for non critical work such as load, unload etc.

You can be on line 4 for 2 weeks straight (provided you don't need sleep, food, bathroom, etc). As long as you get your 34 Reset, you'll be good to go.
Think of it like this....
You only accrue logbook violations on Line 3.
-Driving past your 70 in 8
-Driving past your 11 or 14
-Driving without proper 10-hour break (always, always, ALWAYS log your 10 as straight sleeper or straight off-duty, regardless of how you mix the two. This insures that you always have at least 8 on one of them no matter what).
-Driving while being logged on a different status (counts as "Not Current")
-Driving under disqualification, without CDL, without registration/insurance, etc.
-Not being current on status (obviously you were driving to get pulled in/over and checked, as no one is going to wake you up to see if your logbook shows you as being in the sleeper).
There are no violations specifically for Line 1, 2, & 4. It all has to do with whether you did what you needed to do to be legally operating the vehicle. -

Sleeper Berth Provision - HOS Regulation valid until 7/1/2013
-Drivers using the sleeper berth provision must take at least 8 consecutive hours in the sleeper berth, plus a separate 2 consecutive hours either in the sleeper berth, off duty, or any combination of the two.

All kidding aside I usually log sleeper berth for all 10. I've had yo split log to make appt times. 8 hours in the sleeper, drive to shipper and spend 2 hours in the sleeper and boom, hours reset.
