He's moving all the time, it's how he makes his living. That's my point: If he doesn't have an actual base of operations then he can pick wherever suits to serve his interests.
As to whether being an itinerant person is a solid life decision, well, I actually agree with you. But to each his own. Remember, most people like A or B or maybe C, but there is always someone who wants R. And that is okay, too. It makes life more interesting.
