The van body has no effect on the CDL nature of the roll back.

Either the roll back requires a CDL or it does not...payload is immaterial except the height as an MT van body doesn't weigh much in the first place...

Still needs his Med cert over 10K.....

Not true at all. Your usage of the roll back dictates what you need. Non commercial use would not require a CDL. There isn’t enough information provided to know what would be needed.
