By the looks of your pictures, in my opinion the whole fifth wheel assembly is bolted down too far forward on the truck frame.

Looks like its huck bolted, they have to be cut off.
If you just bought this truck brand new I would call up your salesperson and see what they can do. They might even eat the bill for it if it was a screw up on their end. -
My frame is stretched as well and my 5th wheel is mounted just as yours is and I run it in the center. For comparison the front wall of my van is just ahead of the short mud flaps that stick up. Trailer sits about 4-6" ahead of them. Your problem is that light axle. Very weird. Never heard of it on a Volvo, especially an 860. I have 275 gallons onboard, both set back at the drive tire forward fender. Yours are way forward. You could put your chain hangers/APU forward of the tanks and not behind. That's how mine is and how mine was on my last 780. I hate to say it but that truck is just set up pretty weird compared to all the Volvos I've seen.

Cut the hucks off, slide it back so that the rear-most position is behind center of the tandems, touch up the frame paint and go trucking.

Um, you are getting 6,000 pounds and you're worried about weight? On a load like that, or for the future, I wouldn't waste my money on a scale. For best results, and you may have one and not know, is an air pressure gauge monitoring the air in the truck suspension. To be honest, years ago, on small platform scales, they didn't even check the steers. Even with 46,000, I was able to scale it, and never even thought about the steers. I understand with todays set back axle jobs, I suppose it could happen.
