The trucks sitting a lot does not excuse charging for work not done and being billed for it. Show up when you promise with your entire crew and then bill us for the time the job takes... yes including a reasonable time to get to the scene and back home after. But don't make me pay extra so make up for your mismanagement of time. My boss pays me an hourly rate to work and that's nice.. .but my free time is worth way more than that to me.
I do not expect the tow operator to show up and do the work for nothing, but I also don't expect to pay the tow operator for nothing either...

I called the tow company to ask about the bill and why he was charging for stuff... was basically told to eff-off and shut my mouth. Not the most polite way to deal with a complaint.

Interesting addendum to this... spoke with a tow operator for a competing company today. Explained what happened in detail and asked him what he would estimate the job at. He said no more than $800. $900 if it was in the middle of the night. (which it wasn't)
I asked him if that included everything that they did... i described it in detail and he said yes... including flaggers who show up on time.
I now carry one of the business cards for that tow operator's company. -
I understand that equipment needs to be paid for, but the charges and procedures as put out by the OP seem to be both high and unprofessional.
Years back, I pulled onto the shoulder on the old Airline (rte 9, Maine) to check for damage after a debris strike. When i tried to pull back onto the road, the right side drives spun and dug into the shoulder within seconds. It took a heavy wrecker from Bangor an hour to get to me, and ten minutes to pull me off the shoulder; total bill was under $400. Times haven't changed that much. -

I'm reading all of this and have come to a conclusion. If a towing company, Road Service or anyone has to come provide service to a truck, consider taping the event and letting them know it will be posted on YouTube. You are in a public setting and therefore are (contrary to what any police officer might claim) permitted to record people and things that are happening (I was a free-lance news photographer too... been there, done that).
Include the billing, telephone conversation (put it on speaker) and post it. If the company is fair, your post will go far in bringing them more business. If not, they will get so much public scrutiny, they may pay you to remove your post.
Just an idea (and the GoPro Hero 3 camera is wide angle, compact, mountable and only about $250)... far less than the $1500 of a tow (which, by the way, in my humble opinion, is reasonable considering the set up necessary to safely pull you back onto the travel portion of the highway).
Next time a car cuts you off,... don't jeopardize your own life to save stupid, that's one of my chief concerns about people coming on from a ramp. I see big rigs constantly risking liability by moving into the lane to the left. If you hit someone you didn't see in your blind spot while moving to the left, you are liable for that action. If you maintain your speed and allow stupid to merge (yield does mean to give way) onto the highway, your liability is less because you have the right of way... slow down if necessary but don't go out of that lane.
My thoughts are subject to dispute but they are mine and legally will protect me in any court of law (they already have).
