You do realize they pay more in federal taxes than they get back in subsidies?

Over 10% of revenue collected by the federal Gov comes from California.

Right, but you stated you didn't know why companies keep.doing business there... Because it is profitable and it is a HUGE economy.

That's your answer. As to them affecting other States, not really, no other States have adopted their CARB standards for example, but it does affect companies wishing to do business within their State.

Only of they plan to do business in California, and that is not affecting other States. It affects private companies.

What part of that are you not getting?

I have a very good friend in Texas, his truck is an 01, he used to run a lot of produce out of Cali. How truck is now to old so guess what? He doesn't go to Cali anymore. Texas hasn't required him to buy anything. So What California does, does not affect Texas, it affects companies who wish to do business in California. Davy chooses not to.

As to advising the OP.....get your load weighed if there is any doubt whatsoever on it being legal. Yes, CA has crazy laws...it's my state so I am aware...and it's why I scale my load nearly every time i'm hauling to/from CA.

That advice doesn't really help the OP after the fact. Afraid the overweight fine will have to be chalked up to lesson learned.

if one were to check weights keeping those tandems set at 40ft or less, lets say at the shipping location or use tools such as what' has been suggested below, there shouldn't be any issue's
