PACCAR mx13 epa 10 egr

    So I have a 2011 Peterbilt with an EPa 10 paccar MX 13. 10 months ago I had the ECU die on me one day and took it to my local shop to get it replaced. They had the KW dealer next door calibrate/program new ECu. when I got the truck back it was doing a few funny little things.
    Sometimes especially early in the morning I’ll be headed down the highway when I first take off and the truck will not accelerate past 55 miles an hour unless I lift off the throttle And let every thing spool down and then step back on the throttle and it speeds back up to whatever I need it to.
    Also I’ll have the check engine light come on and all of a sudden I will have more power in the engine, like the EGR valve might be fully closed at that time not allowing anything to circulate? Once check engine light turns off I do lose that extra horsepower. I feel like the truck runs normally at 405hp and when CEL come on it is back where it should be at 450hp. Big difference.

    So my question is should I tell my mechanic hey. Those guys screwed up programming the ecu? Or could it be something else? Like a sticky egr valve.
    I do need the filter cooked out on this truck anyway so mechanic will have it soon. Probably early may.
