Parked on highway for almost 2 hours

    Hi,
    I know, I should try and look this up, but I figured someone knows the answer quick.
    I was heading to Chicago from Texas a couple days ago.
    There was a bad rollover accident on the highway, with Hazmat in the load. (a set of fed-ex doubles, not sure how the driver was, hope ok )
    Anyway, we sat PARKED/STOPPED on the highway for close to 2 hours.
    My question is, I know the is some extra driving time permitted for bad weather, what about this type of situation?
