Yeah, I can imagine the huge costs in Cali. I'm up in North Virginia now just outside of DC so things can get pricey here too. And the cities just passed similar ordinances. But nothing so strict as to forbid these in rural properties, at least not to my knowledge. That's pretty ridiculous IMO.
The yard around here charging $400 would have to do the same thing. One 54' or 60' spot for the trailer and another spot for the tractor. There might be an option to park both in a 62' space with some overhang if I can move the trailer tandem and the fifth wheel as far forward as possible. With the aisle with at 45'.
Does anyone know the average length of a standard Tractor/Trailer combo? (with a Volvo 670 and a 53' reefer) And how wide are the standard aisles at the truck stops for comparison?
I wish I had a local service shop around here but the heart of OTR trucking here in North VA is in Richmond about 80 miles away. A lot of shops that used to be around my area have closed in recent years. But I do agree with you that $100 and below sounds reasonable for occasional parking. I'm gonna try to talk to the warehouses nearby with extra yard space to see if I can secure a space in the back.
Parking your rig and trailer in more urban areas.

I rent a spot for $75 a month. It's walking distance to my home and the owner lives on site so it's secure. I don't feel comfortable leaving the truck and trailer for more than a day or so on a public street. Before I got this space I did leave the truck overnight in an industrial area near here but I always worried something would happen or get stolen. $300-500 for a parking space seems nuts to me. I am in a suburb of Houston and the places I found were $75 to $150 a month.
