Sorry, but his commentary on the inspection are empty words. He wrote a faulty item in the violation section so that equals a violation. It doesn't have to make sense, it's the law. It sucks, but you have a non-zero PSP and your company got dinged on their CSA score.

All that PSP and CSA crap must have been introduced after my time... like everything else in this world, trucking seems to have become overly and perhaps unnecessarily complicated.

Actually it depends which light was burned out. In Texas you are required to have 2 operational lights showing the cab width. If an inside light was burned out it’s not required and isn’t a violation. If it was one of the outside one it’s a violation.
