Chances are they've been called on and picked up multiple times and wound up back on the highway before the night was out. I see your concern though. People on the shoulder can create traffic problems and wrecks especially at night time. If they looked to be in distress I would call like if a woman looks like shes been assaulted and dumped, no question obviously. But if they are far enough off the road and look to be minding their business and playing hopscotch with pee jugs having a grand ole time, then I'd leave them be.

Many of the times and places I have seen people walking on the side of the freeway, they posed a hazard to drivers, or were having some trouble of some sort.
One of the common reasons I personally have seen for people walking along the freeway is getting ready to try to cross the freeway (in populated places with no nearby overpasses nearby).
If it is a wide shoulder, and an area with overpasses, but no frontage road, so it is just someone trying to get to the next road up, with no narrow bridges, then I don't bother them. (or if there is an overpass they might be camping under)
But if they are on the shoulder, close to traffic, or there is no obvious good reason for them to be there, then I am likely to report a pedestrian on a freeway, because even if just as a rubbernecker distraction, they can pose a threat.
Also as someone who has done a lot of work on freeway shoulders loading and unloading, I know it is NOT safe to hang out there! Lol
So I would say to look at the surroundings, and make a judgement if they are in danger or could cause danger to others, and act accordingly. -
Was driving on I90 in Wyoming once, traffic was fairly steady and being a governed truck I couldn't get into the left lane without causing problems. Some guy riding a bike on the shoulder gave me the finger. Didn't report it or anything, but I was a little flabbergasted.
The internet tough guy side of me wishes I would have pulled onto the shoulder ahead of him and parked for a few minutes. It was hilly and there wasn't really anywhere for him to go besides into traffic. -
If they aren't bothering me, I'm not gonna bother them. They could be walking for gas or something. Who knows, why cause somebody trouble.

I just assume they're out there because the cops already picked them up and dropped them off outside town.

Sure appears that common sense is not prevalent in today's society......how many times have you seen or heard of pedestrians getting nailed along side the freeway? It's not about "infringing" on someone's right of freedom......it's common sense to try to prevent some bozo from doing a suicide by truck, or just being a dumb sh** and causing me or another to swerve and cause a multi vehicle pile up

Met him on a parking lot in front of a condominium building.He gave me $10 for trouble and 10 minutes later I was pulled over by cops who demanded to search my taxi.Some "good citizen" saw me from the window returning that cell phone and called cops on me reporting "suspicious activity" so I was subjected to stress and lost an hour.No good deeds go unpunished I guess.F all "good citizens"!Mind your own business!Last edited by a moderator: Oct 14, 2016
