Ohio does now put that provision on OD permits, you can deviate as long as you do not cross under an overpass to get to the fuel, parking, repairs.

You have the permit. That's step One. Step Two is the State Provisions. The provision sheets will tell you everything that the permit does not. How far you can deviate off route (if you can) for fueling, parking...etc.
If you do not have the OSOW provision sheets, look on the permit. On an Illinois permit, it will say that the permit is not valid without provision OPER 993 version 1-14. Do a google search for "OPER 993", and you will see the provisions. Real simple. Many states require that you have the provisions with the permits in order for the OSOW permit to be valid.

Our permit girl serves on the MATSHA (or some such thing) council which is the council that works to "harmonize" permits between states and I remember from the 2014 conference that they had got this provision added into Ohio permits starting on some date in 2015. -

So I stand corrected, it was not listed on the permit itself but I knew we were allowed to get into a truck stop without it being listed on the route.
