Did you ever figure it out because I have having a similar problem. I have a 2005 Pete with a 475 hp CAT, twin turbo.I usually get 40 lbs of boost pressure, it went down to 28 lbs all of a sudden with a vibration dry screeching sound. I have changed Jake solenoid harness, injectors and o rings and a rear end. STILL not fixed and I am at a loss need some help.

Did the mech. check the hot wheel side of top turbo, have had a few cases when exhaust gasket sleeve weld breaks and steel sleeve goes through both hot wheels and at firs glance turbo looks fine, you almost have to remove exhaust housing from turbo to inspect. good luck.

I know you said they checked the turbos for leaks but I found my high pressure turbo to pre cooler pipe is leaking and I'm having somewhat similar issues. They seal it up with basically a exhaust donut at the outlet side of the turbo. And I'm having a heck of a time getting it to seal back up.
