quages not operating and it will not start fuses are good and you can jump the starter and it will run but instrument cluster doesn't operate at all
we have power to instrument cluster and ground any ideas

Theres a relay in a 379 in the panel on the left side of the steering wheel. When it went bad, my 379 would do the same thing. I wont guarantee you its in that location on yours but that could be your problem?

Check the mega fuse in the battery box. The starter will still jump with that fuse out but there will not be power to the ECM.
