Anyone figured out how to stop paint blistering on bottom of peterbilt sleeper?

I had reputable truck painter do total paint job a year ago but got some blisters on bottom of sleeper. Had them redo it but it came back. Checked with 4 states and they said corrision behind lets water get thru forming a blister. Any ideas on solution without reskinning side of sleeper? Problem is only on bottom 2 inches of sleeper.thx

Mine did that too,I think it was from the bottom row of hucks.I suppose would have to cut the hucks and reseal between the skin then rehuck, but I never did actually do it.
