    That one's easy. It's because all states don't do anything unless forced to. Look at the real ID act. Made into law in 2005, and still 5 states do not implement it, and MI just started in the last year....

    my state implemented it, but i did not get it, i got a passport instead. (that'll cover me for everything as well)

    my next renewa operator's license, i "might" get a REAL ID.....it's free at renewal times, $26.00 out of renewal time

    DMV only cares about taking your money....... no state employee is ever held accountable for doing a 1/2 assed job.

    It sounds like the State is certainly exposed, as they dropped the ball in a BIG way... and the media has been all over it: Oversight committee eyeing problems at Registry of Motor Vehicles – Boston Herald

    + they've admitted guilt in public: Gov. calls RMV's failure to act 'deeply troubling and completely unacceptable'

    Generally, states and the federal government enjoy "sovereign immunity," meaning they cannot be sued for negligence or injury. However, both levels of government do allow certain exceptions via tort claims acts (FTCA, in the case of the feds). The ability to sue and potential awards varies from state to state.

    You bet, as I'm sure they see major dollar sign$ with this major fiasco... but that won't bring back the deceased folks. With a little luck, this will be a huge learning experience for everyone who contributed.

    I don't know how all the DMV's are across this country, but i can tell you this....out here, they muck up..then get cleaned up...

    and like the weather, wait 5 minutes and it'll change, or go back to being mucked up again, till the next big problem
