Read the police report. If it identifies issues with pin lock and confirms driver could not see this problem during pre inspection, especially if Officer is specialized in trucking.

I've hauled cans for 24 yrs, never once have I hauled or seen a chassis where all 4 locks were not visible, and if they weren't I wouldn't haul it, as that is part of the pre-trip inspection.
