I would contact an attorney to see what your options are.
There's a guy who used to be on these boards...Paul Taylor is his name, I think...goes by the handle "Opie".
He's an attorney who specializes in trucking issues...he's probably your best bet.
But what is the old saying, "when you lay with dogs, you get fleas"?
When you work for low-life, low-paying, McMega haulers like Stevens...this is what happens.
You are just a number to these large carriers...they will chew you up and spit you out because they have 100's of other greenhorns going through their training mills.
Running for an O/O and getting paid 1099?
That one's on you, pal.
NO WAY would I agree to be paid like that.
