May be a 'dumb' question, I'm not an H/H guy, but what does the circle/40 and circle/70 mean on each side of the 'ABNORMAL' sign mean?

Not dumb , it is a local law which makes no sense.
It is the speed limits on national (Main) roads 70km/h (43,5mph) and 40km/h (25mph) on secondary/smaller roads or through towns. Now these are the speed limits that are stipulated on the permits. No Idea why they have to be posted on the rear.

If you look lower on the rear of the trailer you will see an 80 (50mph) , that is the speed limit when not under permit. There is also a red T , this is so they know its a trailer I suspect. Then a ZA (Zuid Africa) so they can tell which country it is from. Really important stuff I guess , I mean if it does not have a T how do you distinguish it from a a bicycle?

With that trailer in the picture it would be legal with close to 100 grand on the deck.

Whoops l have to correct myself. I forgot for a moment that was a spif trailer. It would be closer to 95 on the deck. A conventional lift axle trailer would be closer to 100. Sorry long day and too many different spec'd trailers ;)

Picked up in Cincinnati headed to terrell nc to the duke energy steam plant. 14'2" tall, 10'3" wide. Was routed down i26 then off towards nc226 to 221.

Needless to say the adrenal glands were flowing.

How heavy was it? Seems like even with that steep a grade most modern trucks should be able to hold it down to 15 mph without using service brakes...
