Assuming he's loaded to max, that would be between 60,000-65,000 lbs net. Looks like 5 stacks of logs, so 12,000-13,000 per stack. Two 5,400 lb 4" straps is 10,800 lbs AWLL. He needs 6,000-6,500 lbs AWLL.
While the stakes don't contribute to the aggregate, they do add structure to the stacks. From what I remember, logs don't need blocking against forward movement. They have their own special section in 393.100. -
