I do not think they ever bolted the wheels down, but would put them in trailers that they couldn't get out of.
They would scew some of the ramps, tailgates, etc down to the floors, so they didn't move around and rub the paint off.

    (4) 4” straps rated at 5400 pounds would be good for 43,200 worth of freight.

The DOT does not come up with the WLL of the equipment. They have ratings for unmarked tie downs but if your strap is marked you go by the manufacturer WLL.

On top of that you’re only required to secure 50% of the weight of the cargo. A strap rated at 5400 pounds can legally secure 10,800 pounds worth of freight.

Doesnt the man require .8G forward restraint?

I have a securement PDF that says .8g forward, .5g sides and rear and i think .2g upward. But i dont know if thats law or suggestion. I just see what the other guys do an go a little extra.

.8 forward and .5 lateral applies to breaking strength. WLL is .435 forward and .25 lateral.

Everyone always quotes those numbers but they are irrelevant legally. They are not actually regulations, and the next paragraph exempts carriers from actually checking performance criteria.

“Generally, motor carriers are not required to conduct testing of cargo securement systems to determine compliance with the performance requirements. The new rules explicitly state that cargo immobilized or secured in accordance with the general securement rules, or the commodity-specific rules, are considered to meet the performance criteria.”

Yep it is not rocket science, I over secure on as lot of loads, and in all my years have only had the dot say something twice.
Once in oegon, a very smartalek dot that first wods out of his mouth was comanies throw you new drivers in trucks without even training you on securement.
After I got a little hot, while he wa sstarting his inspection, I mentioned I had been securing loads since he was still on the tit and before it was over with he actually apologized to me, the only apology I have ever gotten from a dot.
The other was Blake at Tok Alaska, they get bored there and after I won an hour long argument over the headache rack law, he decided I needed 72 straps on my load. The first words out of my mouth was (have you lost your effin mind) .lol.
After a bit I told him 2 weeks ago you commended me on how I tied my load down with the same exact load, now it isn't any good. He said get out of here, you know your load isn't going anywhere. lol

    Oxbow and booley Thank this.
