If you don't actively have #### falling off your trailer or straps flapping in the breeze they generally don't pay attention to things like number of straps per length or weight. Unless they are already doing an inspection and need something to get you for.
The other part is that you only need one for that pallet of bags if they are wrapped up together by something like shrink wrap and up against something else or a bulkhead in front of them.
