How are u sposed to get the middle bundles tied down like that.. half the places I go load the same way . I used to carry small 4x4 block pieces for stuff like that. But at the end of day it don't add much downward pressure in my opinion. Maybe it's better then nothing

Lol on the rare day they are open and inspecting, Texas does have some unique rules that give drivers from the state an advantage.

Question; was all of the products touching?
What might be called a tight pack. -
As long as all those bundles are touching you are fine with the choke around the entire layer. They won't move and once it's tarped nobody would know anyways.
If you had gaps between the bundles 1 choked strap around each of the individual bundles would be plenty to keep them from moving. -

Key word, layer. If you had put a couple of chokes around the first layer, you'd be good. Think of it like lumber. You strap that low layer tight and down, and it's a good foundation for the next layer on top....albeit in this case, it's not 5 feet high or more than 2 layers....but the concept is still there. Brace the foundation right, and then build....all those top straps pulling down onto the first layer will lock things up...and of course, a header can't hurt.
