I think normally they are bolted on under, as to allow the strap to come up through the rail, does it make you over wide?

I thought you were allowed 3" for securement?
I have wiring running along the bottom frame flange. But yes, I thought same as you, tick strap behind rub rail that way.
It looks goofy this way. -
Well your bolting surface would be up, as in rotate it 90 degrees from its current orientation you have it side mounted, im thinking upside-down

I passed this the other day!!!
Took A bit to get the courage to commit to it but really wasn't impressed being behind it
Was hooked to a late '90's gm 1/2 ton pickup. Draggin a ss !
Looked like it was a 3/4 or 1 ton work van, at one time......
He was riding the white line and it did reach all the way to or just over the dotted!
passed a Trooper even ,,, nothing,,,, must have felt it looked like too much work!
